KOICA Youth Leaders Program 2026–2027 Opens Applications for Emerging African Leaders and Innovators

The Korea International Cooperation Agency (KOICA), in partnership with Hallym University, has officially opened applications for one of the most exciting leadership development programmes available to young Africans this year. This programme is designed to empower 200 young leaders from five West African countries who will drive digital transformation, innovation, and sustainable development across the continent.

What Is the KOICA Youth Leaders Program?

The KOICA Youth Leaders Program (YLP) is a multi-stage leadership, digital transformation, AI, and entrepreneurship development initiative targeting young professionals aged 19–34 from Nigeria, Ghana, Senegal, Cameroon, and Côte d'Ivoire. The programme combines online learning, in-country training in Ghana, and an opportunity for top performers to participate in a fully funded 14-day training programme in South Korea.
This is not just another certificate programme. It is a transformative experience that connects emerging African leaders with Korean and African experts, exposes them to cutting-edge technologies, and equips them with the tools to create real-world impact in their communities and countries.

Who Should Apply?

The programme is open to young professionals working in both the public and private sectors, as well as those in academia. Specifically, you should apply if you are:
Between 19 and 34 years old
A citizen of Nigeria, Ghana, Senegal, Cameroon, or Côte d'Ivoire
Working in the public sector, private sector, or academia
Interested in leadership, innovation, AI, and digital transformation
Proficient in English communication
Available for training in Ghana (August 2026)
Eligible for Ghana and South Korea visa issuance

Priority Will Be Given To:

Applicants with a degree or at least two years of work experience
Women applicants
Youth from rural communities
Public policy practitioners
Early-stage startup founders and technology innovators

Programme Structure: A Three-Stage Journey

The programme is carefully structured to build knowledge progressively and identify the most outstanding participants for advanced opportunities.

Stage 1: Online Training (July 20–31, 2026)

All 200 selected participants (100 from the public sector + 100 from the private sector) will begin with a common online course. This foundational stage covers African leadership, the Sustainable Development Goals (SDGs), and Generative AI tools. A total of 40 participants will be selected from each of the five countries — 20 from the public sector and 20 from the private sector.

Stage 2: Local Training in Ghana (August 2026)

Participants will travel to Accra, Ghana for intensive in-person training at the Ghana Institute of Management and Public Administration (GIMPA):
Public Sector Track: August 2–15, 2026
Private Sector Track: August 16–29, 2026
This stage includes sector-specific practical training, action plan development, and networking with peers from across West Africa.

Stage 3: Invitational Training in South Korea (June 2027)

The top 60 participants (30 from the public sector + 30 from the private sector) will be selected based on overall performance metrics to participate in a fully funded 14-day study visit to Hallym University in Chuncheon, South Korea. This is the ultimate reward — advanced training, exposure to Korean development and innovation ecosystems, and international networking at the highest level.
