Luxembourg Introduces New Eligibility Criteria for Work Visas for Skill Shortage Jobs

In its 2025 Skill Shortage Occupation List updates, Luxembourg has identified 22 occupations with severe labor shortages. While some functions were eliminated, others were established to meet the evolving needs of the market.

1. EU Blue Card Lower Salary Threshold:

€58,968 (for 2025) is the New Minimum Salary, and this implies that more qualified workers are now eligible for the EU Blue Card program, particularly in fields like engineering and information technology.

#2. Experience in the Workplace Over a Degree

A formal university degree is no longer required of applicants with three or more years of relevant experience in management or IT; just demonstrated expertise is.

#3. EU-wide Blue Card Mobility

If you have a Blue Card from another EU nation already, you no longer need a separate permit to work in Luxembourg for up to 90 days.

#4. Flexibility at Work After a Year

Blue Card holders are now able to switch jobs or employers without needing further permission after working in Luxembourg for a full year.
